Oracle Programme Manager

About the role

The Council is moving its Oracle landscape from discovery into design and business case development. As the Oracle Programme Manager you will partner with senior stakeholders, subject‑matter experts and suppliers to define the target state, create a roadmap and lead the delivery of a multi‑workstream transformation across Finance, HR, IT and Change Management.

Key responsibilities

• Define and document the future Oracle configuration and process improvements.
• Develop a robust business case and implementation roadmap.
• Lead and coordinate multiple workstreams, ensuring technical, process and organisational changes are delivered on time and within budget.
• Manage programme budgets ranging from £100K to £1M in line with council financial controls.
• Monitor benefits realization and report progress to senior leadership.

Required profile

• Significant experience leading Oracle ERP optimisation or transformation programmes, preferably in the public sector or similarly complex organisations.
• Proven ability to work with senior stakeholders and external suppliers.
• Strong organisational redesign and change‑management capabilities.
• Experience managing multi‑disciplinary project teams.
