Planner – Complex Planning Applications

About the role

This position is responsible for processing a varied caseload of the most complex and high‑profile planning applications. You will prepare high‑quality reports and make robust recommendations to senior decision‑makers.

Key responsibilities

• Lead on the borough’s most complex and high‑profile planning applications and appeals, including strategic sites and large‑scale developments.
• Provide expert advice and guidance on planning matters, ensuring compliance with legislation and policy.
• Lead pre‑application discussions and Planning Performance Agreements for major developments.
• Manage complex legal agreements such as Section 106 planning obligations.
• Support Planning Enforcement officers and draft enforcement notices.
• Commission and oversee external professional services, managing risk and value for money.
• Represent the Council at public inquiries, hearings and court.
• Maintain up‑to‑date knowledge of planning law, policy and best practice.
• Advise Councillors, stakeholders and team members on planning implications for communities.

Required profile

• Professional and managerial responsibility for planning staff.
• Experience delivering high‑quality, customer‑focused planning services.
• Ability to sign off applications at delegated level with sound, defensible decisions.
• Strong knowledge of planning legislation, policy and procedures.
• Experience presenting expert evidence in public inquiries or hearings.
