Preconstruction Project Manager

About the role

As a Preconstruction Project Manager you will lead the day‑to‑day management of the pre‑construction phase for new developments and major redevelopments across Europe. You will drive projects from inception and feasibility through concept and detailed design to the tender stage, ensuring each scheme is fully prepared for market release while working closely with internal stakeholders and external consultants.

Key responsibilities

• Oversee the Design Quality Management Process throughout the pre‑construction stage, guaranteeing outputs meet project standards and client expectations.
• Develop and implement design management systems, procedures and governance frameworks to ensure consistency and efficiency across all design activities.
• Manage design information schedules and conduct value‑engineering to align with budgets and project goals.
• Ensure full compliance with local permitting requirements, statutory regulations and authority approvals, proactively mitigating risks and delays.
• Coordinate and manage key project partners including Project Managers, Quantity Surveyors, Architects and Engineering teams to achieve programme, budget and design objectives.
• Identify, evaluate and implement innovative design solutions that add value to the development.

Required profile

• Proven experience leading pre‑construction phases for large‑scale development or redevelopment projects.
• Strong knowledge of design quality management, value engineering and regulatory compliance.
• Demonstrated ability to coordinate multidisciplinary teams and external consultants.
• Excellent organisational skills with a focus on delivering programmes and budgets on time.
