Procurement Manager

About the role

We are looking for an experienced Procurement & Contracts Manager to lead high-quality, compliant procurement activities for a large education-focused organisation in the UK public sector. The role involves managing complex FTS tenders, framework agreements and delivering value through strategic sourcing while working closely with multiple internal stakeholders.

Key responsibilities

• Lead end-to-end procurement exercises, including regulated FTS tenders and framework-based procurements.
• Develop and maintain a procurement pipeline to ensure proactive planning and timely delivery.
• Advise stakeholders on appropriate procurement routes such as frameworks, mini-competitions, direct awards and quotations.
• Prepare procurement documentation – specifications, evaluation criteria, tender documents, award reports and governance papers.
• Ensure full compliance with the Procurement Act 2023, internal policies and Public Contracts Regulations.
• Manage framework agreements and Dynamic Purchasing Systems (DPS) and oversee their compliant use.
• Support contract mobilisation and provide procurement guidance throughout the contract lifecycle.
• Deliver training and best-practice guidance to internal teams.
• Identify cost-saving opportunities and produce procurement reports to drive continuous improvement.

Required profile

• Proven experience managing end-to-end public sector procurement projects.
• Strong knowledge of the Procurement Act 2023, FTS procedures and Public Contracts Regulations.
• Experience with framework agreements, DPS, mini-competitions and public sector sourcing.
• Excellent contract and category management capabilities.
• Effective stakeholder management, negotiation and communication skills.
• Track record of delivering measurable cost savings and commercial value.
• Relevant procurement qualification such as CIPS Level 4.
