Procurement Specialist – Construction

About the role

The Procurement Specialist will act as the category expert for Capital Projects and Works spend across a public services organisation in Liverpool. You will lead tender exercises for new construction projects, ensuring value for money and adherence to best‑practice procurement standards.

Key responsibilities

• Lead and manage tender processes for construction, capital works, refurbishment, infrastructure and related services.
• Ensure compliance with the Procurement Act 2023 (PA23) and other relevant legislation.
• Collaborate closely with senior stakeholders to shape procurement strategy.
• Maintain relationships with internal and external stakeholders, providing commercial and procurement advice.
• Support contract management activities and conduct supplier performance reviews.

Required profile

• Previous experience in UK public‑sector procurement.
• Proven track record in Works, Construction, Capital Projects, Infrastructure or Estates procurement.
• Strong knowledge of the Procurement Act 2023 (PA23).
• Experience managing complex procurement projects from strategy through to contract award.
• Excellent stakeholder management and communication abilities.
