Programme Development Manager

About the role

Saferworld is seeking a Programme Development Manager to lead and support the co‑design of peace, security and justice programmes across 3‑4 focus countries. Reporting to the Co‑Head of Funding & Programme Development, the role will work closely with regional directors, country managers and partners to develop high‑quality proposals aligned with Saferworld’s strategic objectives.

Key responsibilities

• Coordinate and facilitate participatory programme co‑design, drafting concept notes, theories of change, logical models, risk matrices and budgets.
• Develop and implement long‑term country funding strategies and manage portfolios of institutional and non‑institutional donors.
• Engage with existing donors and cultivate new relationships with statutory donors, trusts, foundations and other non‑traditional funders.
• Provide guidance and capacity‑strengthening to country teams and partners on donor policies, funding opportunities and proposal development.

Required profile

• Proven track record in developing programmes and securing funding from institutional donors such as GAC, FCDO, EU, UN agencies or European governments.
• Experience in leading business development efforts, including donor engagement, contract negotiations and portfolio management.
• Strong understanding of gender and conflict analysis and ability to integrate these perspectives into programme design.
• Excellent coordination and facilitation skills, with experience working in multi‑partner, multi‑country contexts.
