Programme Lead Procurement Transformation

About the role

The Council is undertaking a major shift to a hybrid hub‑and‑spoke, category‑based procurement operating model. As Programme Lead Procurement Transformation you will drive the end‑to‑end delivery of this change, ensuring the new model delivers value, governance and visibility across all third‑party spend.

Key responsibilities

• Lead the design and implementation of the new procurement and contract‑management operating model.
• Own programme governance, benefits tracking and cross‑workstream alignment.
• Coordinate with central and service‑facing teams to embed new processes and data standards.
• Manage system dependencies and ensure seamless integration with existing procurement tools.
• Report progress to senior council stakeholders and adjust delivery plans as needed.

Required profile

• Proven experience leading large‑scale procurement or transformation programmes in the public sector.
• Strong ability to work at pace, manage multiple workstreams and deliver measurable benefits.
• Excellent stakeholder management and communication skills.
