Programme Manager – Housing Management System Transformation

About the role

Positive Employment is recruiting a Programme Manager for a local government client in Lancing. The role leads a high‑profile enterprise programme to replace legacy housing systems with a modern cloud‑hosted Housing Management System, improving services for over 2,500 households.

Key responsibilities

• Own and manage the end‑to‑end programme plan, including scope, milestones, risks, budget, governance and reporting.
• Lead multi‑workstream delivery covering system configuration, integrations and environment management.
• Oversee complex data cleansing and migration from multiple legacy housing systems.
• Manage integrations across housing, repairs, finance, community safety and corporate platforms, with Building Safety as a consistent thread.
• Lead testing cycles, including System Integration Testing and User Acceptance Testing.
• Drive organisational change, process redesign, training and business readiness activities.
• Ensure alignment with cloud strategy, cyber security, data protection and architectural standards.
• Provide leadership through mobilisation, implementation, cut‑over and post‑go‑live stabilisation.

Required profile

• Proven experience delivering complex Housing Management System implementations.
• Strong understanding of end‑to‑end landlord services such as rents, repairs, allocations and compliance.
• Experience with SaaS platforms such as NEC Housing, Microsoft Dynamics 365 or similar enterprise HMS solutions.
• Demonstrable experience of large‑scale data migration from multiple legacy systems.
• Strong programme governance and stakeholder management experience.
