Proposal Manager – 12-month Fixed Term

About the role

This 12‑month fixed‑term position is based in Birmingham and supports a leading infrastructure organisation’s Work Winning team. The Proposal Manager will lead the creation of high‑quality pre‑qualification questionnaires (PQQ) and tender submissions across sectors such as highways, rail, and engineering.

Key responsibilities

• Lead and manage the development of high‑quality PQQ and bid submissions.
• Act as quality lead on key opportunities, coordinating bid writers, technical contributors and wider teams.
• Manage the end‑to‑end proposals process, ensuring compliance, persuasiveness and alignment with client requirements.
• Analyse tender documentation and evaluation criteria to develop effective response strategies.
• Facilitate answer‑planning workshops and review sessions.
• Write, review and edit bid responses to maximise scoring potential.
• Provide guidance and feedback to bid writers and subject‑matter experts.
• Support continuous improvement through best‑practice templates and processes.

Required profile

• Proven experience in proposals management and bid writing, preferably within highways, rail, infrastructure, construction or engineering environments.
• Ability to understand technical information and translate it into clear, persuasive client‑focused responses.
• Excellent written and verbal communication skills with strong organisational abilities.
• Confidence to lead and influence multidisciplinary bid teams.
• Familiarity with Shipley or APMP methodologies is advantageous.
