Quality Assurance and Review Officer

About the role

The Quality Assurance and Review Officer will sit at the heart of Southwark Council’s Housing Needs and Support service, ensuring that decisions on homelessness, allocations and accommodation suitability are legally robust, evidence‑based and transparent. Working on an 18‑month fixed‑term contract, you will help embed new housing legislation such as the Renters’ Rights Act into everyday practice.

Key responsibilities

• Lead statutory reviews of complex housing cases under the Housing Act 1996.
• Assess decisions for legal compliance, clarity of reasoning and evidential support.
• Identify and recommend improvements to policies, procedures and governance frameworks.
• Provide constructive challenge and guidance to colleagues across Housing Needs and Support.
• Monitor emerging legislative changes and support their integration into operational practice.

Required profile

• Proven experience in housing, homelessness or related public‑sector environments.
• Strong understanding of statutory housing legislation and compliance requirements.
• Analytical mindset with the ability to critique and improve decision‑making processes.
• Excellent written communication to produce clear, reasoned review reports.

Required skills

• Experience conducting statutory housing reviews.
• Knowledge of the Housing Act 1996 and recent reforms such as the Renters’ Rights Act.
• Ability to interpret and apply legal and policy frameworks to complex cases.
