Referrals & Partnership Manager

About the role

The Referrals & Partnership Manager will be the first point of contact for incoming referrals and placement enquiries, ensuring a smooth journey from enquiry to placement. You will also drive business development, build strategic partnerships, and support tender and framework submissions across the social care sector.

Key responsibilities

• Receive and triage all incoming referrals, record accurate information and hand over to operational teams.
• Maintain up‑to‑date referral records, reports and outcomes.
• Develop and nurture relationships with local authorities, commissioning teams, youth justice services, SEND teams and other key stakeholders.
• Identify and pursue new business opportunities, arrange meetings and presentations with senior decision‑makers.
• Monitor tender portals, prepare framework applications and collaborate on high‑quality submissions.
• Promote Arborvitae services across all divisions, including children’s residential homes, secure transport and agency staffing.
• Maintain a live pipeline of prospects, referrals and key contacts, ensuring consistent follow‑up.

Required profile

• Proven experience in referral coordination, partnership development or business development within the social care or related public sector.
• Strong understanding of commissioning processes, tendering and framework agreements.
• Excellent communication and stakeholder‑management skills.
• Ability to work autonomously while collaborating with senior leaders.
