Risk & Control Manager (Tech & Ops)

About the role

We are looking for a Risk & Control Manager (Technology & Operations) to lead first‑line risk and control activities across the Operations function of a public‑sector organisation in Cheshire. The role focuses on technology, change and IT supplier management, ensuring robust governance and operational excellence.

Key responsibilities

• Lead and evolve first‑line risk and controls across Operations, covering Technology, Change, Account Management and HR.
• Own resilience, change and IT supplier controls, including business continuity planning and related activities.
• Use the risk system to analyse the Operations risk profile, keep risks and controls up‑to‑date and track actions.
• Design and implement scalable control frameworks that align with the organisation’s Risk Management Framework.
• Coordinate risk assessments for systems, suppliers and change initiatives, documenting outcomes and actions.
• Maintain up‑to‑date policies and manuals, especially technology‑related documentation.
• Own the Business Continuity Plan and coordinate Business Impact Assessments.
• Oversee remediation of internal risk, audit and RCSA actions, ensuring accountability and timely delivery.
• Strengthen supplier oversight, maintaining first‑line control schedules and testing.
• Represent first‑line controls in leadership forums and provide reporting for Executive, Audit & Risk and Board committees.
• Support document retention, data ownership and data protection within Operations.
• Champion best practice and continuous improvement as a centre of excellence for risk and controls.

Required profile

• Educated to degree level (or equivalent professional qualification).
