Strategic Change and Engagement Lead

About the role

This interim position supports a local authority undergoing a council‑wide transformation programme. You will shape and deliver the people, engagement and communications elements of the change agenda, working closely with senior leaders to ensure a smooth transition for staff and stakeholders.

Key responsibilities

• Develop and implement a change management and engagement strategy for the transformation programme.
• Create and execute communication plans that support organisational change.
• Collaborate with Executive Directors, senior leadership and programme leads to drive adoption of change initiatives.
• Design and facilitate workshops, engagement sessions and stakeholder events.
• Identify barriers to change and devise practical solutions to increase buy‑in.
• Produce change impact assessments, engagement plans and communication materials.
• Monitor engagement effectiveness and recommend improvements.
• Champion a positive culture of change across the council.

Required profile

• Proven experience leading strategic change and engagement within a Local Authority.
• Strong understanding of organisational change management principles.
• Track record of supporting large‑scale transformation programmes.
• Excellent stakeholder management and ability to influence senior leaders and elected members.
• Effective internal communications and employee engagement experience.
• Skilled in designing and facilitating workshops and collaborative sessions.
• Ability to manage multiple priorities in a complex political environment.
