Strategic Commissioning and Systems Development Lead

About the role

The Strategic Commissioning and Systems Development Lead will report to the Head of Integrated Commissioning and Systems Development and manage up to six staff members. Based in London, the role is responsible for developing and implementing an integrated commissioning approach across the Council and the NHS to deliver high‑quality health and social care services.

Key responsibilities

• Lead the design and delivery of integrated commissioning frameworks for adult and children services, covering areas such as Home First, Ageing Well, Early Help, Learning Disability Partnerships, Mental Health, SEND and Prevention.
• Collaborate with partners, residents and market providers to drive transformational change and outcome‑focused commissioning.
• Oversee high‑value commissioning projects and ensure accountability of the officers reporting to you.
• Maintain governance structures and support co‑production across health, care and other support services.

Required profile

• Degree‑level education or equivalent professional qualification and substantial management experience.
• Strong knowledge of health and social care systems, policies and implementation within a local authority or NHS setting.
• Experience of service design, behavioural science and transformation tools that improve outcomes.
