Target Operating Model Consultant

About the role

We are supporting a UK Government organisation undergoing significant transformation and need a Target Operating Model (TOM) Consultant on a 2‑month contract. You will work closely with senior leaders to design the structure, governance and capability model for a newly created directorate.

Key responsibilities

• Design and develop Target Operating Models for the new directorate.
• Define organisational structure, reporting lines and governance arrangements.
• Advise on workforce planning, capability requirements and Centre of Excellence models.
• Produce organisational charts, governance frameworks, handbooks and playbooks.
• Collaborate with Service Design, User Experience and Digital teams to align structures with service delivery.
• Conduct organisational reviews, internal audits and support broader transformation initiatives.

Required profile

• Proven experience in operating model design and organisational development.
• Background in government transformation programmes.
• Experience working alongside Service Design, User Research and UX teams.
• Ability to engage senior stakeholders and achieve alignment on organisational approaches.

• Rate: £400‑£500 (per day).
