Workstream Lead

About the role

The Workstream Lead will drive the people and organisational change components of a major Procurement and Contract Management transformation programme. Reporting to senior programme leadership, you will shape the workforce model, support employee engagement and ensure the new hybrid hub‑and‑spoke operating model is embedded across the Council.

Key responsibilities

• Lead the people and organisational change workstream, covering design, transition, engagement and capability development.
• Define and refine the target resource and capacity model aligned to procurement demand and service requirements.
• Establish clear roles, responsibilities and accountabilities to enable a delivery‑focused commercial capability.
• Develop and execute workforce transition plans, including consultation, realignment and recruitment of new roles.
• Engage with trade unions, employee representatives, HR and management to manage consultation and change processes.
• Design and deliver change‑management approaches, communications and readiness assessments to support adoption of the new operating model.

Required profile

• Proven experience leading organisational change and workforce transition initiatives, preferably within public‑sector procurement or similar large‑scale programmes.
• Strong stakeholder management skills, including working with trade unions, HR, senior managers and programme teams.
• Ability to design and implement sustainable workforce models and capability development plans.
• Excellent communication and engagement skills to drive employee adoption and readiness.
