Business Development Manager – Government Markets

About the role

The Business Development Manager plays a critical role in expanding GHGSat’s business within European and international government markets. This role drives the identification, pursuit, and delivery of key government contracts that support high‑resolution greenhouse‑gas monitoring from space, focusing on opportunity capture, bid management, and project management of funding programmes and service contracts.

Key responsibilities

  • Identify and qualify opportunities with space agencies, environmental regulators, defence organisations, and climate‑focused government initiatives.
  • Own the full sales cycle—from prospecting and qualifying leads to delivering tailored pitches, handling objections, negotiating terms, and closing contracts.
  • Build and maintain trusted relationships with contracting officers, policy leaders, and industry partners across climate, space, and defence ecosystems.
  • Anticipate government funding trends and position GHGSat as a preferred partner for climate‑monitoring solutions.
  • Support delivery of customer programmes through account and project management.
  • Lead the full lifecycle of government proposals (RFI, RFP, RFQ, grants, tenders), from capture planning through submission.
  • Write and edit proposals that clearly communicate GHGSat’s technical capabilities, scientific expertise, and value proposition.
  • Ensure compliance with procurement frameworks such as ESA, NASA, US DoD/DOE, and Environment and Climate Change Canada.
  • Coordinate cross‑functional contributions from technical, product, finance, and legal teams to deliver winning proposals.
  • Manage timelines, compliance checklists, and evaluation criteria to produce competitive submissions.

Required profile

  • Strategic relationship‑builder with government stakeholders and partners.
  • Detail‑oriented, organised, and comfortable working under tight proposal deadlines.
  • Resilient, adaptable, and energised by competing in high‑stakes contracting environments.

Required skills

  • Government procurement expertise across European and international public procurement systems.
  • Proposal writing and management – translating complex science/technology into accessible narratives.
  • Capture management – positioning GHGSat ahead of solicitations and developing winning strategies.
  • Cross‑functional collaboration – aligning technical, financial, and legal inputs for integrated submissions.
  • Project management – handling multiple activities simultaneously with precision and urgency.
