Deputy Director, Strategy & Change – Building Safety Regulator

About the role

The Building Safety Regulator (BSR) is establishing a new Strategy and Change function to drive its transformation after the Grenfell Tower reforms. As Deputy Director, you will lead this function, shaping the regulator’s operating model, governance and digital transformation.

Key responsibilities

• Design and implement a Target Operating Model that aligns strategy, corporate services, digital capability and operational delivery.
• Establish governance and assurance frameworks to support risk‑based decision‑making and performance monitoring.
• Lead a cross‑functional team to deliver organisational and cultural change programmes.
• Collaborate with the Chief Operating Officer and senior leadership to integrate digital transformation with broader organisational change.
• Provide strategic advice to the Director of Risk, Regulatory Policy, Strategy and Change and contribute to the BSR’s overall strategic direction.

Required profile

• Proven senior leadership experience in strategy, transformation or change management within a complex regulatory or public‑sector environment.
• Strong track record of delivering large‑scale organisational redesign and governance frameworks.
• Excellent stakeholder management and communication skills, with the ability to influence senior officials.
• Experience working with digital transformation initiatives and aligning them with business objectives.
