Head of Service – Young Adults Commissioning

About the role

The Local Authority in Birmingham is seeking an experienced Head of Service to lead Young Adults Commissioning. You will shape services for adults with learning disabilities and autism, driving transformation and ensuring high‑quality, person‑centred support across the borough.

Key responsibilities

• Lead commissioning and development of services for adults with learning disabilities and autistic people.
• Deliver strategic commissioning plans that promote independence, inclusion and improved outcomes.
• Manage provider relationships across supported living, residential, day opportunities and community‑based services.
• Lead service redesign and transformation initiatives in partnership with operational teams and health partners.
• Oversee financial operations, client charging, financial assessments, appointeeship, deputyship and income management.
• Ensure compliance with statutory processes and financial governance.

Required profile

• Extensive senior commissioning experience within Adult Social Care.
• Proven track record in Learning Disabilities and/or Autism commissioning within a Local Authority.
• Strong understanding of market management, contract management and service transformation.
• Demonstrable experience operating at Head of Service level or equivalent.
• Excellent leadership, stakeholder engagement and programme delivery skills.

• Competitive daily rate of £450‑£600 (inside IR35).
