Preconstruction Manager

About the role

The role leads the pre‑construction phase for earthworks and infrastructure projects, guiding tenders from initial enquiry through to contract award. Working closely with technical, commercial and operational teams, you will shape bid strategies and develop robust delivery solutions for major civil engineering works.

Key responsibilities

• Manage the end‑to‑end pre‑construction and tender process.
• Review client requirements and coordinate comprehensive tender responses.
• Produce tender programmes, delivery strategies and construction methodologies.
• Lead a team of five, developing sequencing plans and temporary works solutions.
• Identify value‑engineering opportunities and alternative technical solutions.
• Assess and mitigate tender risks.
• Support commercial teams with pricing assumptions, cost plans and bid submissions.
• Liaise with suppliers and subcontractors to obtain information and pricing.
• Contribute to bid strategy and client engagement activities.

Required profile

• Civil engineering background with strong pre‑construction, bid or tender management experience.
• Proven ability to develop methodologies and delivery strategies for infrastructure works.
• Excellent commercial awareness and risk‑management capabilities.
• Effective collaboration with clients, engineers, estimators and operational teams.
• Degree in Civil Engineering or a related discipline is desirable.
