Procurement Specialist – Public Sector (London)

About the role

We are supporting a leading housing client in London as they expand their procurement function. The role will drive high‑value, regulated public sector procurements and help shape a modern, high‑performing team.

Key responsibilities

• Lead complex, high‑value public sector procurements from development through to contract award.
• Manage full end‑to‑end tenders, ensuring compliance with PCR2015 and PA23.
• Develop and implement sourcing strategies aligned with business objectives.
• Provide advice on best‑practice compliance with the Procurement Act 2023 and Public Contract Regulations 2015.
• Negotiate terms with suppliers, focusing on risk mitigation and sustainable outcomes.
• Collaborate with internal and external stakeholders across multiple business functions.

Required profile

• Proven experience delivering end‑to‑end procurements and tenders in the public sector.
• Strong knowledge of public procurement regulations (PCR15/PA23) and above‑threshold procedures.
• Ability to manage multiple priorities simultaneously.
• Excellent stakeholder management and influencing skills.
• CIPS qualification desirable but not essential.

Required skills

• In‑depth knowledge of Public Contract Regulations 2015 and Procurement Act 2023.
• Familiarity with PCR15/PA23 procedures and above‑threshold procurement.
