Housing Partnerships and Contracts Manager

About the role

The Housing Partnerships and Contracts Manager will lead a portfolio of projects, partnerships and contracts to improve housing delivery for the Council. Reporting to senior housing managers, the role combines strategic policy work with hands‑on contract oversight to achieve better value for money and service outcomes.

Key responsibilities

• Manage a portfolio of projects, partnerships and day‑to‑day activities across housing strategy, service improvement and contract delivery.
• Structure and matrix‑manage project teams to meet objectives and deliver high‑quality outcomes.
• Oversee day‑to‑day management of the Council’s contracts with housing management providers, including ALMO and PFI arrangements.
• Apply rigorous contract‑management processes, negotiate performance terms, set targets and budgets, and ensure regulatory compliance.
• Identify and implement value‑for‑money improvements and service enhancements with providers.
• Develop and maintain stakeholder relationships with registered providers, local authorities, government departments and voluntary organisations.
• Analyse policy, conduct research and intelligence gathering to inform housing strategy and asset management.
• Coordinate funding applications and bids to government and other agencies.

Required profile

• Good understanding of the issues and challenges facing local authorities and housing services.
• Excellent knowledge of local government roles in delivering housing outcomes and working with partners.
• Strong grasp of project, contract and stakeholder management principles.
• Experience of policy development processes, including data analysis, consultation and briefing.
• Ability to work in a matrix‑managed environment with shifting priorities.
• Proven capability to motivate and support staff, contractors and consultants.
