IT Procurement & Contract Management Officer (Level 1)

About the role

Torbay Council is expanding its IT Services team with a dedicated officer responsible for procurement and contract management of digital and technology services. You will ensure compliance with public‑sector regulations while delivering value for money across a growing portfolio of IT contracts.

Key responsibilities

• Lead end‑to‑end procurement processes for IT goods and services, from market analysis to contract award.
• Manage existing contracts, monitoring performance, compliance and renewal timelines.
• Collaborate with technical teams, project leads and Commercial Services to support critical programmes.
• Conduct commercial evaluations, tender analysis and recommend appropriate procurement routes.
• Negotiate terms and conditions to achieve best value and mitigate risk.

Required profile

• Strong commercial acumen with experience in tender evaluation and procurement procedures.
• Ability to quickly grasp new IT concepts and technical terminology.
• Excellent influencing, persuasion and negotiation skills.
• Proven ability to manage multiple projects and shifting priorities.
• High attention to detail and fluency in spoken English.
