Lead Cost Controller – Defence

About the role

Turner & Townsend is seeking a Lead Cost Controller for its Defence infrastructure team based in Bristol and the South West. You will work alongside project delivery teams to implement and refine cost control processes for high‑profile defence projects.

Key responsibilities

• Tailor cost control approaches to client requirements and align them with Turner & Townsend best practice.
• Promote the benefits of cost control to senior stakeholders.
• Develop and maintain Cost Breakdown Structures (CBS) and align them with Work Breakdown Structures (WBS) for accurate cost tracking.
• Implement systems to monitor project baselines, cost of work performed and forecasts.
• Establish monthly cost control activities, including ACWP calculation and forecasting of ETC and EAC.
• Create cost dashboards, variance analysis reports and provide commentary.
• Apply Earned Value Management (EVM) metrics (CV, CPI, TCPI) to challenge cost performance.
• Provide expert advice to project managers and lead a team of cost controllers through knowledge sharing and training.

Required profile

• Proven experience in cost control on infrastructure or defence projects.
• Strong understanding of cost control methodologies and reporting.
• Ability to work collaboratively with finance, commercial and project management teams.
• Excellent analytical and communication skills.

Required skills

• Earned Value Management (EVM) metrics such as CV, CPI, TCPI.
• Cost Breakdown Structures (CBS) development and alignment with Work Breakdown Structures (WBS).
• Cost forecasting techniques including ACWP, ETC and EAC.
• Variance analysis and creation of cost dashboards.
