Policy & Governance Manager – Telecom Transformation

About the role

Join a leading technology‑communications team as a Policy & Governance Manager, shaping the governance framework of a newly formed organisation created from the merger of two major UK telecom brands. This role offers a unique chance to define policy standards, strengthen regulatory governance, and influence the operation of the UK’s largest mobile network during a landmark industry transformation.

Key responsibilities

• Lead the consolidation of Vodafone and Three policies into a unified policy governance framework.
• Manage the full lifecycle of risk and compliance policies, including drafting, approvals, version control, and annual certification.
• Coordinate governance cycles such as ERCC meetings – agenda setting, preparing papers, packs, minutes and tracking actions.
• Oversee regulatory change monitoring, report impacts and ensure governance structures remain fit for purpose.
• Manage shareholder reporting requirements, ensuring accuracy, senior‑level sign‑off and timely submission.
• Partner with senior stakeholders to embed strong governance behaviours and provide constructive challenge where needed.
• Produce high‑quality policy documents, briefing papers and governance reporting for executive and board‑level audiences.

Required profile

• Experience in policy, governance, risk or regulatory roles within regulated industries.
• Strong understanding of governance frameworks, policy management and regulatory obligations.
• Excellent written and verbal communication skills, with experience preparing senior‑level papers.
• Demonstrated ability to influence stakeholders and provide constructive challenge.
• Strong analytical capability.
• Desirable: ICA or similar compliance qualification and/or telecoms policy or regulatory experience.

Required skills

• High proficiency with Microsoft Office.
• Experience using AI‑enabled productivity tools such as Copilot.
