Road Tunnel Safety Officer – Pay Band 3

About the role

Transport for London is seeking a Road Tunnel Safety Officer to oversee safety across its network of 13 urban road tunnels. You will act as the primary safety authority, ensuring that tunnel operations meet the highest standards of safety and reliability.

Key responsibilities

• Maintain and periodically report an opinion on the state of road tunnel safety in line with the Road Tunnel Safety Regulations 2007.
• Review and test Incident Response Plans in collaboration with the Emergency Planning Group.
• Audit maintenance arrangements to confirm assets and systems are managed safely.
• Contribute to asset renewal and maintenance projects, ensuring safety is integrated throughout the lifecycle.
• Assess Tunnel Manager incident and near‑miss reports and verify completion of corrective actions.
• Present periodic tunnel safety opinion reports to senior management and influence improvement and investment decisions.

Required profile

• Self‑starter with a strong commitment to tunnel user safety.
• Proven ability to engage senior internal and external stakeholders.
• Experience reviewing and challenging safety concepts, regimes and practices.
• Ability to produce clear, evidence‑based reports for director‑level audiences.
• Willingness to work occasional night closures for tunnel maintenance.

Required skills

• Knowledge of the Road Tunnel Safety Regulations 2007.
• Experience with incident response planning and testing.
• Audit and review of tunnel maintenance and asset management processes.
• Strong analytical and reporting skills related to safety performance.
