Associate Director of Finance – Strategic Financial Planning

About the role

This senior strategic leadership position sits within the Finance Department of Betsi Cadwaladr University Health Board, operating just below Board level. The post‑holder will have full autonomy and responsibility for budgets exceeding £2 billion across the health board’s divisions, providing expert financial guidance and ensuring robust governance.

Key responsibilities

• Provide professional financial and business advice to the Board and Executive Director of Finance.
• Directly manage financial control, probity, governance and accounting systems for all divisions.
• Ensure compliance with financial, accounting and auditing standards and obligations.
• Lead strategic financial planning, including the three‑year Integrated Management Plan.
• Work with senior stakeholders across the health board, Welsh Government and other public sector organisations.
• Oversee finance business partners, deliver savings schemes and meet delegated finance and performance targets.
• Maintain the highest standards of corporate governance, probity and financial information systems.

Required profile

• Professional accountancy qualification (CCAB member) with extensive post‑qualification experience at senior level.
• Formal leadership training and continuous professional development.
• Significant experience in a large, complex public‑sector organisation, preferably NHS.
• Strong knowledge of financial reporting, management accounting, budgeting and NHS financial policies.
• Proven ability to influence senior stakeholders and lead high‑performing teams.
