Bid Manager – Estimator for LV to 132kV Substations

About the role

Freedom is seeking an Estimator / Bid Manager to lead tender preparation for LV to 132kV substation construction and asset replacement projects across the UK. The role involves full lifecycle tender management, from reviewing enquiry packs to delivering fully costed proposals and supporting post‑tender negotiations.

Key responsibilities

• Analyse tender enquiry packs, resolve scope queries and ensure proposals meet customer specifications.
• Attend or coordinate site visits to assess project requirements and gather accurate data.
• Develop detailed, fully costed proposals incorporating labour, material quotes and sequencing of activities.
• Submit proposals to senior management for risk, profit and approval before customer submission.
• Negotiate post‑tender changes and prepare best‑and‑final offers.
• Manage the end‑to‑end tender process, coordinating internal and external cost elements and risk mitigation.
• Hand over successful bids to the Operations team with comprehensive documentation.

Required profile

• Proven experience in estimating and bid management for electrical infrastructure or similar construction projects.
• Willingness to travel nationwide to customer sites as required.
• Strong analytical skills with the ability to interpret technical documents and develop accurate cost models.
• Excellent communication skills for liaising with clients, suppliers and internal teams.
