Commercial Manager – Social Housing & Framework Contracts

About the role

We are seeking an experienced Commercial Manager to lead the commercial performance of a growing portfolio of social housing, property maintenance and framework contracts. This senior, office‑based role involves close collaboration with operational teams, clients and senior leadership to protect margins, ensure accurate pricing and drive profitable delivery.

Key responsibilities

• Manage commercial performance of social housing and framework contracts.
• Review contract terms, framework requirements and Schedule of Rates pricing.
• Oversee quotation, variation and additional works submissions.
• Ensure completed works are correctly coded, evidenced, valued and invoiced.
• Produce forecasts, reports and contract performance updates.
• Handle disputes, rejected works, payment issues and commercial queries.
• Identify commercial risks and opportunities across contracts.
• Review subcontractor costs and support supplier negotiations.
• Support the Commercial Administrator and wider commercial function.
• Assist with pricing, tenders and new framework opportunities.
• Conduct occasional site visits to validate works and valuations.

Required profile

• Previous experience as a Commercial Manager, Senior Quantity Surveyor or similar role.
• Strong background in social housing, repairs & maintenance, property services or construction.
• Good understanding of framework agreements and Schedule of Rates contracts.
• Experience managing contracts for housing associations, local authorities or public‑sector clients.
• Proven ability to manage quotations, variations, valuations and invoicing.
• Comfortable maintaining senior client relationships.
