Director of Governance & Monitoring Officer

About the role

This newly created senior position sits on the Council’s Corporate Management Team, providing strategic leadership and modelling organisational values across Shetland Islands Council. The role ensures that governance, risk and statutory obligations are managed effectively while supporting elected members and staff to deliver outcomes for the community.

Key responsibilities

• Provide professional legal oversight and advice to the Council and its elected members.
• Lead a broad portfolio covering Legal and Committee services, Internal Audit, Digital and Technology Services, Procurement, Commissioning and Contracts, and Risk, Safety, Insurance and Civil Contingencies.
• Ensure good governance practices support effective decision‑making and compliance with statutory duties and the Council’s code of conduct.
• Advise and influence independent elected representatives, maintaining an outcomes‑focused approach.
• Promote a ‘One Council’ culture and uphold the Council’s values in all activities.

Required profile

• Qualified legal professional with a current practising certificate from the Law Society of Scotland.
• Demonstrated ability to provide strategic, rounded advice on governance and risk.
• Excellent communication and professional presence, capable of building relationships with elected members, partners and stakeholders.
• Resilience and adaptability to work within a unique political context of independent representatives.
