Finance Manager – Finance Improvement Programme (Interim)

About the role

We are seeking an experienced finance professional to lead the Finance Improvement Programme for a local authority in Berkshire. The role is interim, working closely with the Finance Improvement Programme Lead to drive transformational change across the council’s finance function.

Key responsibilities

• Support the Finance Improvement Programme Lead and finance team in delivering workstreams and agreed improvements.
• Provide finance subject‑matter expertise for ERP system development, process redesign and strengthening of financial controls.
• Build effective relationships with senior managers and stakeholders, offering professional financial advice and business‑partnering support.
• Collaborate with the programme team to deliver improvement initiatives on time and to a high standard.
• Prepare reports for senior leadership, council members and public meetings.
• Design and deliver workshops, presentations and training sessions to support organisational change and capability development.

Required profile

• Recognised professional accountancy qualification (CCAB, CIMA or equivalent).
• Extensive knowledge of local government finance and experience across the finance function.
• Proven experience on finance improvement, transformation or recovery programmes within a local authority.
• Strong understanding of local government finance legislation and emerging sector challenges.
• Ability to analyse complex financial issues and provide strategic advice to senior stakeholders.
• Excellent communication and stakeholder‑management skills.
