Head of Portfolio, Programme & Project Management Profession – Defence Nuclear Enterprise

About the role

The Defence Nuclear Enterprise (DNE) is responsible for the United Kingdom’s nuclear deterrent capability. Reporting to the Enterprise Portfolio Director, the Head of Portfolio, Programme and Project Management (P3M) Profession will provide senior leadership for the P3M function across the DNE, ensuring a consistent, capable and compliant delivery framework.

Key responsibilities

• Define, embed and sustain enterprise‑wide P3M standards, processes and tools across MOD, industry and partner organisations.
• Recruit, develop and retain a diverse P3M workforce, fostering a culture of excellence and continuous improvement.
• Provide second‑line assurance and performance oversight for the DNE portfolio of submarines, nuclear propulsion, Trident missile systems and related combat systems.
• Influence senior stakeholders, translate strategic objectives into actionable delivery plans, and drive decision‑making with reliable data and information.
• Lead professional development initiatives, ensuring the P3M community remains adaptable, innovative and aligned with evolving mission requirements.

Required profile

• Proven senior leadership experience in portfolio, programme and project management within a complex, high‑security environment.
• Demonstrated ability to work at senior levels, influence across organisational boundaries and inspire large, multidisciplinary teams.
• Strong credibility as a P3M professional with a track record of establishing standards and delivering large‑scale programmes.
• Commitment to fostering an inclusive, high‑performing culture across government and industry partners.
