Highways Contract Manager (NEC4) – 6-Month Contract

About the role

We are looking for an experienced Highways Contract Manager to join our client on a six‑month contract, working 2–3 days per week on site in Oxfordshire. The role focuses on the NEC Service Manager function for major highways maintenance contracts valued between £30m and £50m per year.

Key responsibilities

• Act as the delegated NEC Service Manager for high‑value highways maintenance contracts.
• Oversee contract performance, ensuring compliance with NEC4 requirements and agreed KPIs.
• Manage service delivery, payment mechanisms, contract extensions and risk mitigation.
• Collaborate with the Head of Highway Maintenance and Operational Managers to drive continuous improvement and cost efficiencies.
• Monitor contractor performance, identify innovation opportunities and support budget management.
• Build strong relationships with contractors, senior stakeholders, elected members and supply‑chain partners.

Required profile

• Extensive experience managing highways maintenance contracts.
• Proven track record in the NEC Service Manager role within NEC4 contracts.
• Ability to balance commercial and operational risk while delivering value for money.
• Strong analytical and financial management skills.
