HR Change Lead – TUPE Project

About the role

This 9‑month fixed‑term position is based in Manchester and supports a public‑sector client through a major TUPE transition. The role is hybrid, offering three days of remote work each week, and provides a salary of £65,000 per annum.

Key responsibilities

• Lead the end‑to‑end TUPE process, including consultation, due diligence, compliance and integration activities.
• Develop and maintain detailed people‑change project plans, timelines, resource allocations, milestones, risk registers and progress reports.
• Collaborate with senior leaders, trade unions, staff representatives and other stakeholders to ensure clear communication throughout the change journey.
• Provide regular status updates to programme boards and directors, and support cultural change, staff wellbeing and development initiatives.

Required profile

• Expert knowledge of TUPE legislation and proven experience delivering TUPE projects from start to finish.
• Minimum six months experience managing complex change programmes.
• Demonstrated ability to work with trade unions, staff representatives and senior stakeholders.
• Strong analytical judgment, high attention to detail and comfort navigating ambiguity in a fast‑paced environment.
