HR Manager – Human Resources & Organisational Development (Part‑time)

About the role

We are looking for an experienced HR Manager to join the Glasgow City Health and Social Care Partnership on a part‑time, fixed‑term basis. The role will influence both strategic and operational workforce agendas across NHS Greater Glasgow and Clyde, supporting services that impact local communities.

Key responsibilities

• Provide expert HR advice on strategic and complex operational workforce matters.
• Partner with management to support workforce planning, modernisation, service redesign and organisational change.
• Promote staff engagement, partnership working and implement the Staff Governance Standard.
• Support managers with employee relations issues including attendance, performance, capability and conduct.
• Analyse workforce data to identify trends and drive service improvement.
• Lead HR projects, policy implementation and workforce initiatives across the HSCP and wider NHSGGC.
• Coach managers to develop leadership capability and best practice in people management.

Required profile

• Degree‑level education or equivalent HR experience.
• Current membership of CIPD or an equivalent professional body.
• Substantial experience as a generalist HR practitioner in a large, complex, unionised organisation.
• Proven ability to provide expert HR advice across a broad range of workforce and employee‑relations matters.

Required skills

• Strong knowledge of HR legislation and best practice.
• Experience with workforce data analysis and HR project delivery.
• Ability to coach and develop managers.
