Interim Finance Lead – High Needs Block

About the role

This interim position provides senior financial leadership for the High Needs Block within a London borough council. You will oversee budgeting, reporting and compliance for a complex portfolio of SEND funding, working on a six‑month contract.

Key responsibilities

• Set and monitor the High Needs Block budget, produce monthly projections, variance reports and outturn statements.
• Ensure spending complies with the High Needs Funding Operational Guidance and Schools and Early Years Funding Regulations.
• Conduct top‑up and funding reviews with mainstream, resource and special schools, maintaining a transparent allocation process.
• Develop and manage deficit and timely‑payment plans, and model the impact of SEND reform initiatives.
• Lead a team of two staff members, providing direction and performance oversight.
• Support and chair sub‑group meetings, termly schools forums, SEN forums and DfE meetings, delivering analysis and budget updates.
• Oversee the SEND Capital Grant Budget (SPF) and ensure accurate financial statements.

Required profile

• Proven experience in public‑sector finance or accounting, preferably within education or SEND funding.
• Strong knowledge of UK education funding regulations and IR35 considerations.
• Ability to manage a small finance team and coordinate with multiple stakeholders.
• Excellent analytical and reporting skills, with a focus on accuracy and compliance.
