Interim Procurement Category Manager – Corporate (3‑month contract)

About the role

This interim position supports a local authority in London, delivering corporate‑category procurement solutions on a three‑month basis with the possibility of extension. The role is hybrid, requiring two days on‑site each week, and focuses on ensuring compliance with the Procurement Act 2023 while achieving value‑for‑money outcomes.

Key responsibilities

• Lead procurement activity across the Corporate category, covering professional services, HR and recruitment, ICT and consultancy contracts.
• Develop and implement category strategies aligned with the council’s strategic priorities.
• Manage end‑to‑end procurement exercises from market engagement to contract award.
• Ensure all procurements comply with the Procurement Act 2023 and related regulations.
• Provide expert advice to commissioners, budget holders and senior stakeholders.
• Draft tender documentation, evaluation methodologies and contract schedules.
• Conduct supplier engagement and market analysis to identify innovation and value opportunities.
• Deliver savings, cost avoidance and social‑value outcomes.
• Support contract mobilisation and handover to contract‑management teams.
• Maintain accurate procurement records and governance documentation.
• Mentor colleagues and share best practice on PA23 implementation.

Required profile

• MCIPS qualification or equivalent significant experience.
• Extensive procurement experience in the public sector, preferably local government.
• Proven track record delivering procurements under the Procurement Act 2023 (PA23).
• Demonstrated ability to manage multiple corporate procurement projects simultaneously.
