Procurement & Contracts Manager – Hybrid, Public Sector

About the role

We are seeking an experienced Procurement & Contracts Manager to lead compliant procurement activities for a large public sector organisation across multiple sites. The role will ensure value for money, regulatory compliance and effective contract management while supporting stakeholders throughout the sourcing process.

Key responsibilities

• Lead end‑to‑end procurement exercises, including regulated tender processes and framework call‑offs.
• Manage procurement projects from planning through to contract award.
• Maintain and oversee the procurement pipeline.
• Provide expert advice on compliant procurement routes and best practice.
• Support stakeholders with sourcing, tendering, and contract management activities.
• Ensure compliance with public procurement regulations and internal governance requirements.

Required profile

• CIPS Level 4 qualification (or equivalent) as a minimum.
• Minimum five years’ procurement experience within a public sector environment.
• Proven experience delivering regulated tenders and framework‑based procurements.
• Good knowledge of public procurement legislation and best practice.
• Experience in contract management.
• Strong stakeholder management and communication abilities.
• Strong analytical and IT skills.
• Ability to manage multiple projects and priorities simultaneously.
