Procurement Manager (Public Sector)

About the role

The Procurement Manager will lead strategic sourcing and tendering activities for a Greater London public‑sector client. This role focuses on end‑to‑end procurement, ensuring compliance with the Procurement Act 2023 and delivering value through regulated FTS tenders and framework awards.

Key responsibilities

• Develop and maintain a robust procurement pipeline, identifying upcoming requirements early and aligning them with regulatory thresholds.
• Collaborate with central teams to forecast needs, aggregate demand and devise group‑wide sourcing strategies.
• Identify procurements requiring FTS procedures, framework access or alternative compliant routes and escalate to the Head of Procurement.
• Lead regulated procurement exercises (open, restricted, other FTS procedures) from strategy through contract award and standstill.
• Advise stakeholders on the most appropriate procurement route, such as FTS tender, framework direct award, mini‑competition or quotation.
• Prepare procurement documentation – specifications, evaluation models, award reports and governance papers – suitable for audit and executive review.
• Ensure all activities comply with the Procurement Act 2023, internal thresholds, Scheme of Delegation and Trust policies.

Required profile

• Minimum 5 years’ procurement experience within the public sector.
• Strong knowledge of the Procurement Act 2023 and experience running compliant tender processes.
• Experience publishing and managing procurement notices via the CDP.
• CIPS Level 4 qualification (minimum requirement).
• Proven ability to manage end‑to‑end procurement and contract management activities.
• Excellent stakeholder management and supplier engagement skills.
• Education sector experience is desirable.
