Public Health Commissioner – Specialist (Hybrid)

About the role

This senior position leads a £7 m public health commissioning programme for a large public‑sector organisation. Working hybrid (two days a week on site in Birmingham), you will reshape prevention and wellbeing services across multiple providers, ensuring outcomes‑focused delivery while maintaining quality.

Key responsibilities

• Lead the end‑to‑end commissioning cycle, from initial scoping and evidence review through to tendering and mobilisation.
• Conduct literature reviews and options appraisals, drawing on national best‑practice models.
• Develop a clear commissioning strategy, procurement timeline and integrated service specification for locality‑based delivery.
• Manage a complex provider landscape, consolidating services to improve efficiency and outcomes.
• Deliver a robust tender process, including market engagement, development and contract award.
• Build strong partnerships with NHS, primary care, VCSE sector and other public‑sector services.
• Navigate politically sensitive environments, balancing stakeholder priorities while ensuring value for money.

Required profile

• Significant experience in public health commissioning.
• Proven track record of delivering complex procurement and commissioning programmes.
• Ability to operate at pace in a multi‑stakeholder, politically sensitive environment.
• Strong analytical and strategic thinking skills.
