SEND Caseworker for Cared for and Vulnerable Children

About the role

We are seeking a committed SEND Caseworker to support cared for and vulnerable children and young people with special educational needs and disabilities across Torbay. You will manage statutory Education, Health and Care (EHC) assessments, plans and reviews, working closely with social care, education, health professionals and carers.

Key responsibilities

• Manage statutory EHC assessments, plans and reviews, ensuring they are timely, lawful and outcome‑focused.
• Coordinate placement planning for cared for pupils who reside outside the locality.
• Arrange and attend annual reviews and contribute to multi‑agency work within the Virtual School and Vulnerable Pupils service.
• Collaborate with other local authorities, social care, education and health partners.
• Maintain accurate records and meet all statutory deadlines.

Required profile

• Strong knowledge of SEND legislation and the SEND Code of Practice.
• Experience working with children and young people with SEND.
• Excellent communication, organisation and report‑writing abilities.
• Confidence in managing complex cases and meeting statutory deadlines.
• Ability to make sound decisions, solve problems and handle challenging situations with tact.
• Effective collaboration across agency boundaries.
• Fluency in spoken English.

• Fixed‑term contract of 12 months (term‑time working, salary pro‑rated).
• Salary range £39,152 – £41,771 per year.
