Senior Treasury Counsel – Legal Lead for Cross‑Border Payments

About the role

Mastercard is seeking a Senior Treasury Counsel to provide strategic legal support for its cross‑border money‑movement services. The role partners with Treasury, Product, Operations, Technology, Regulatory, Compliance and Risk teams to ensure scalable, compliant and resilient payment solutions.

Key responsibilities

• Advise on legal issues related to treasury operations, including prefunding, settlement, reconciliation, liquidity, safeguarding and intercompany funding arrangements.
• Support development and launch of cross‑border payment products by identifying legal and regulatory considerations for funds flow, settlement finality, FX and jurisdiction‑specific treasury requirements.
• Draft, review and negotiate treasury‑related agreements such as bank account documentation, liquidity and credit facilities, custody arrangements, FX documentation and correspondent banking agreements.
• Collaborate with Regulatory, Compliance and Risk teams on AML/KYC, sanctions, consumer protection, safeguarding and operational resilience requirements.
• Review and support policies, procedures and controls governing treasury governance, customer funds protection, liquidity risk, cash management and counterparty risk.
• Provide legal support for market expansion, including analysis of funds flow, local banking and settlement arrangements, licensing implications and coordination of external counsel.
• Work with Treasury, Product, Operations and Technology to design scalable processes, embed legal controls and support incident response.

Required profile

• Qualified lawyer with substantial experience in treasury operations, cross‑border payments and multi‑jurisdictional legal issues.
• Proven ability to work closely with product, technology, regulatory, compliance and risk functions.
• Strong analytical skills to assess legal implications of new markets and payment models.
