Associate Cost Manager – Utilities (Pre‑Construction)

About the role

RLB is seeking an Associate Cost Manager to lead pre‑construction cost management services for utility infrastructure projects. The role combines client liaison, cost planning, procurement strategy and team leadership within the Utilities & Energy practice.

Key responsibilities

• Lead preparation of indicative cost budgets and detailed cost estimates for power, water, gas and telecom projects using NRM methodologies and RIBA stages.
• Develop and manage procurement strategies, tender documentation, and competitive tender processes for utility schemes.
• Provide commercial advice to clients, conduct value‑engineering studies and cost‑saving analyses, and present cost assurance reports.
• Act as the primary commercial advisor to developers, funders and public authorities, building relationships across regulated and deregulated utility markets.
• Manage and develop a team of senior cost managers, fostering a high‑performance culture aligned with RLB’s values.

Required profile

• Commercially astute, client‑facing professional with deep knowledge of utility procurement, cost modelling and pre‑contract lifecycle.
• Proven experience delivering a range of utility infrastructure projects and influencing both client‑side and internal stakeholders.
• Strategic thinker with hands‑on leadership ability and strong communication skills.
