Business Manager – Corporate Collection and Support

About the role

The Business Manager – Corporate Collection and Support will lead a multi‑disciplinary service team within a Greater Manchester local authority. Reporting to the Head of Corporate Collection and Support, you will shape strategy, drive performance and oversee transformation initiatives across Council Tax, Business Rates, Housing Benefits and related finance functions.

Key responsibilities

• Lead and manage Corporate Collection and Support teams to deliver high‑quality services.
• Monitor and improve performance through KPI management, reporting and quality assurance.
• Drive digital transformation, automation and service‑improvement projects.
• Support workforce and succession planning to ensure service resilience.
• Collaborate with senior leaders, elected members and external stakeholders.
• Ensure compliance with legislation, policies and statutory requirements.
• Promote accessible, customer‑focused services across the borough.

Required profile

• Significant experience managing large, multi‑disciplinary teams.
• Proven track record of improving service performance against challenging objectives.
• Experience leading transformation, modernisation and business‑improvement programmes.
• Excellent stakeholder management and influencing abilities.
• Strong leadership, communication and organisational skills.
• Background in revenues, benefits, income collection, customer services or local government is highly advantageous.
