Business Partner – Corporate Collection & Support

About the role

The Business Partner – Corporate Collection and Support will lead the operational management of key revenue and benefit services for a large Greater Manchester local authority. Reporting to the Business Manager, the role oversees Council Tax, Business Rates, Housing Benefits and related support functions, driving performance and transformation across hybrid working arrangements.

Key responsibilities

• Manage and develop teams across Corporate Collection and Support services.
• Drive service performance through KPI monitoring, quality assurance and performance management frameworks.
• Support business improvement, transformation and efficiency projects.
• Ensure services remain compliant with relevant legislation, regulations and statutory requirements.
• Collaborate with senior managers and stakeholders to improve operational delivery and customer outcomes.
• Support workforce planning, resource management and service resilience.
• Promote a high‑performance culture focused on accountability, customer service and continuous improvement.
• Deliver accessible services through digital, telephone and face‑to‑face channels.

Required profile

• Experience managing teams within Revenues, Benefits, Collections, Customer Services or a similar local government environment.
• Strong knowledge of Council Tax, Business Rates, Housing Benefits and Welfare Support legislation and processes.
• Experience delivering service improvements and maintaining performance against key targets.
• Excellent stakeholder management and communication skills.
• Ability to analyse data, identify trends and implement effective solutions.
• Collaborative leadership style with a strong focus on customer service and operational excellence.
