CHC Lead – Adult Social Care

About the role

Gloucestershire County Council is seeking two experienced leaders to act as NHS Continuing Healthcare (CHC) Leads within Adult Social Care. In this senior position you will provide strategic oversight of all CHC activity, ensuring fair, lawful and timely decisions for people with complex needs while protecting public resources.

Key responsibilities

• Lead and coordinate CHC disputes and appeals, ensuring timely escalation and resolution.
• Provide expert challenge to NHS partners when eligibility decisions conflict with evidence or the National Framework.
• Maintain oversight of high‑cost, high‑risk cases and intervene early to prevent financial drift.
• Work closely with finance teams to monitor expenditure and protect budgets.
• Strengthen CHC pathways within Preparing for Adulthood (PFA) to improve transition outcomes for young people.
• Build and sustain strong relationships with the Integrated Care Board, NHS England and other partners.

Required profile

• Senior‑level experience in Adult Social Care, health or integrated services.
• In‑depth knowledge of the CHC National Framework and relevant legislation (Care Act, Mental Capacity Act, Human Rights Act).
• Proven ability to manage complex, high‑cost cases and lead dispute resolution.
• Strong leadership and stakeholder‑engagement skills.
