Head of Portfolio, Programme & Project Management – Defence Nuclear Enterprise

About the role

The Head of Portfolio, Programme & Project Management (P3M) Profession leads the Submarine Delivery Group within the Defence Nuclear Organisation. Reporting to the Enterprise Portfolio Director, the role ensures a coherent, enterprise‑wide P3M capability across the Defence Nuclear Enterprise, delivering safe and reliable nuclear deterrent capabilities.

Key responsibilities

• Lead the P3M profession across the Defence Nuclear Enterprise, establishing consistent standards, processes and tools.
• Secure and develop the skilled workforce required to manage complex submarine and nuclear programmes.
• Embed robust governance, performance monitoring and second‑line assurance across the portfolio.
• Provide decision‑making information and tools to senior leaders and partners.
• Drive professional standards, continuous improvement and innovation within the P3M community.
• Influence senior stakeholders across MOD, government and industry to align delivery with strategic objectives.

Required profile

• Proven senior leadership experience in portfolio, programme and project management within a large, complex organisation.
• Credibility as a P3M professional with a track record of defining and embedding standards.
• Strong relationship‑building and influencing skills across organisational boundaries.
• Ability to attract, develop and retain a diverse, high‑performing workforce.
• Commitment to inclusive culture and continuous improvement.
