Head of Waste Strategy

About the role

The Head of Waste Strategy will lead Buckinghamshire Council’s transformation programme to modernise waste collection and street‑scene services across the county. Working remotely, you will shape the Council’s Waste Strategy, align it with national reforms and environmental legislation, and drive value‑for‑money outcomes for residents.

Key responsibilities

• Lead the refresh, approval and implementation of the Council’s Waste Strategy.
• Deliver interconnected projects, including a behaviour‑change initiative to reduce food waste in residual streams.
• Establish and manage a data‑harmonisation team, overseeing data governance and reporting frameworks.
• Provide strategic advice to senior leaders, elected members, partners and the Waste Programme Board.
• Deputise for the Neighbourhood Services Director and contribute to senior leadership decisions.
• Develop policies, contracts, governance structures and performance standards that support the strategy.
• Set up and chair the new Neighbourhood Services governance board.

Required profile

• Proven senior leadership experience in waste management, environmental services or a related public‑sector field.
• Demonstrated ability to manage complex, multi‑stakeholder projects and deliver strategic outcomes.
• Strong understanding of national waste reforms, recycling targets and environmental legislation.
• Experience advising senior officials, elected members and external partners.
• Excellent communication and stakeholder‑engagement skills.
