Mechanical & Electrical Manager – Local Authority

About the role

We are seeking an experienced Mechanical & Electrical (M&E) Manager to lead the delivery of housing repairs and maintenance services for a local authority in Berkshire. This interim role will oversee gas, plumbing and electrical workstreams, ensuring high‑quality, compliant and customer‑focused service across responsive repairs, planned maintenance and external contracts.

Key responsibilities

• Lead operational delivery of M&E services across the housing stock.
• Manage and develop multidisciplinary teams, including supervisors, operatives and subcontractors.
• Ensure compliance with health & safety regulations and relevant building legislation.
• Drive performance against KPIs and embed a “right first time” culture.
• Take full responsibility for budget management, workforce planning and service efficiency.
• Analyse performance data to identify trends and implement continuous improvement.
• Handle complex issues such as escalated complaints, member enquiries and employee relations.
• Support and lead service transformation initiatives.

Required profile

• HNC or higher qualification in Mechanical, Electrical or Building Services Engineering.
• Strong experience within housing, local authority or property services.
• Proven track record managing large teams, contractors and operational delivery.
• In‑depth knowledge of M&E compliance, statutory regulations and health & safety standards.
• Experience managing budgets and delivering value for money.
• Excellent leadership, stakeholder engagement and problem‑solving skills.
