Procurement Manager – Public Sector (Generalist)

About the role

We are supporting a public sector organisation that delivers essential services across government and communities. The Procurement Manager (Generalist) will lead end‑to‑end procurement activities for goods, services and works, ensuring compliance with the Procurement Act 2023 and public‑sector best practice.

Key responsibilities

• Lead and manage the full procurement lifecycle from requirement definition through to contract award and mobilisation.
• Develop and implement sourcing strategies across a wide range of categories, utilising Crown Commercial Service (CCS) frameworks and other compliant routes to market.
• Draft and manage tender documentation, including ITTs, evaluation criteria and contracts.
• Provide commercial advice to internal stakeholders and support supplier selection, evaluation and negotiation.
• Identify, assess and mitigate commercial risks throughout the procurement process.
• Build and maintain strong relationships with internal teams and external suppliers.
• Contribute to continuous improvement of procurement policies, processes and tools.

Required profile

• Proven experience delivering end‑to‑end procurements across multiple categories in a public sector or regulated environment.
• Strong knowledge of the Procurement Act 2023 (PA23) and Public Contracts Regulations.
• Ability to manage competing priorities and multiple procurement exercises simultaneously.
• Excellent stakeholder engagement and communication skills.

Required skills

• Experience using Crown Commercial Service (CCS) frameworks and other public‑sector procurement routes.
• Competence in drafting procurement documentation and conducting evaluations.
• Sound commercial judgement and risk awareness.
